Freeholders OK police proposal

Camden County freeholders moved forward Thursday night with a proposal that could ultimately place policing in Camden under control of a new county force.

The county's freeholder board voted to approve a Memorandum of Understanding involving the county, city and state Division of Local Government Services. It calls for a plan to be developed for Camden to become a metro division within a county force.

Under the agreement -- which Camden City Council signed onto earlier this month -- local officials have until Sept. 30 to develop plans for state review. The city would then have to decide if it wants to move forward with joining the county.

If the city chooses to disband its force in favor of joining a county police department, it would likely be the first municipality to join what officials hope will become a countywide department.

Police union officials in Camden have vehemently opposed the concept since it was proposed by the freeholders in January, days before Camden's police department was gutted by layoffs.

Freeholder-Director Louis Cappelli Jr. has maintained if the county takes on policing for the city, the number of officers on the street will double. He said the county will cut costs by hiring officers with less lucrative perks and benefits.

The county has hired former Philadelphia Police Commissioner John Timoney as a consultant to help develop plans for a county force. While Cappelli and others have used purported savings as a major selling point for the idea, Timoney this week said it's too early to tell if a countywide department would save money.
