Checking on a tip that the Corrections Department had transported sex offenders who would register their whereabouts at the Michigan State Police Oak Park Post and not at Warren police headquarters, police top brass showed up unannounced, confronted SHAR and learned the first five felons to arrive were convicted of criminal sexual conduct. In news media reports, Vaughter emphasized that Detroit-based SHAR was not a halfway house, boarding home or homeless shelter, and that anyone residing there required some level of treatment for substance abuse or mental health therapy. On its website, SHAR stated it has provided substance abuse counseling for residents of Detroit and the suburbs since 1969, regardless of a person’s ability to pay. The nonprofit company has touted its programs as difficult and featuring self-help, behavioral change, tough love, empathy and other principles that promote personal growth and responsibility to help its “residents” integrate back into the community. SHAR apparently did not need to seek a rezoning because of the facility’s prior residential treatment uses: the former Children’s Home of Detroit, Warren Campus and prior to that, the Glen Eden Psychiatric Hospital. City officials two years ago believed the center violated local zoning laws when it opened, but didn’t think they could shut it because its contract with the Department of Corrections trumped the city’s land use ordinances. City officials went to Lansing to pressure Corrections officials, and Fouts argued that SHAR representatives deliberately withheld details about the background of some of the individuals expected to go there when it applied for an occupancy permit. City records showed SHAR planned “residential living, mental health care” and a “rehabilitation/learning center.” Insiders say those sent to SHAR are classified as having a higher risk level and therefore need more time to re-enter society. Former employees and SHAR residents interviewed for this report say the mandatory substance abuse counseling by SHAR Macomb staff generally is helpful and generally highly regarded. But they also claim not enough is done to prepare parolees with help in seeking employment or finding housing. “I haven’t (felt) an impact and didn’t have a nose-to-nose conversation and confrontation with any of the individuals,” he said. “We won’t stand for it.
